Bridewell Palace
Bridewell was originally built by cardinal wolsey between 15 16 and 22. The negotiations over the divorce with catherine of arragon were held partly in bridewell. It could only house about 30 people and christ's hospital for orphans, all at the same time. And i don't think anything quite like that social policy happened until the nineteenth century.
