China's Decision to Increase Production of Grain

She says the country then switched to growing cash crops like cotton and tea so they can be sold for a profit on the international market. Gabby: They also raised tax rate from 20% to 28% of the harvest in 1958-1960. Despite this, production of grain dropped by 30%.
