The largest effects for vitamin D supplementation were observed in the samples who started out with the lowest blood vitamin D levels. There appeared to be a difference between upper body and lower body outcomes but I don't think that has anything to do with how muscles work. Only being able to do like two and a half or five pound increments can definitely lead to poor precision in some applications. If someone's if someone benches somewhere around 315 and you know maybe they could have gotten 318 but they fail 320 you're still pretty close. You're about 1% off, so it depends what population you're dealing with.
