It's hard to know how she'll, the enigmatic Sue Gray, how her views will translate into and through the Labour Party. I can't help thinking that as a former permanent secretary level civil servant himself, Kier Starmer will probably look very closely at Grant's report. But he'll be wary of exactly what the phrase you use change for change is sake when there's so much else to do. The battle of the assault on the Quangos won't be part of his agenda.
