The Confederacy lost the war and by 1865 both the dream of southern independence and slavery were dead white supremacy though did not die. White people in the former Confederate States wasted no time in turning the institutions of the slave patrols into formal police departments. The editor of the Lynchburg virginian noted that quote stringent police regulations may be necessary to keep freedmen from overburdening the towns or depleting the agricultural regions of labor.
