I don't see it as like the air force or the army is better suited, in their acquisition world, to take this on. I just think that there's a lot of uncertainty all around and redundancy in competition, in development, is the surest way to get something functional that works. And we saw the arrow missile launch failure o last week. But it also shows the wisdom of this kind of redundant overlap and the ability to innovate in those overlap seams. Cause if you only have one service doing the one thing to rule em all, then you can't make any inferences about what works or doesn't work - whether it's too expensive or not expensive enough.
