Nita is asking all these automakers to return this data by november third. If they don't, they also would face the same penalty that tessel would face if they don't hit their deadline of a hundred and 15 million dollars. Nitza's only real concern here is that data can be sometimes misleading. The risks are that maybe nisa would want to limit tesse's operational driving domain or apply more driver monitoring.
