Severian and the Elder Witch

In the book, Severian encounters a woman who he sees is very slight and has this beautiful mask. The elder witch is looking at what are described as hairless, crippled animals through a screen or in some sort of enclosure. It's really unclear if she's looking into a terrarium or a scrying glass. Perhaps there are but two witches in the world who are born into it again and again.
