Brian Dees: I feel quite confident that the President and we made the right call understanding that the legislative process is imperfect you end up with imperfect pieces of legislation at the end of the day. It was a long process of legislative interaction, which was appropriate and necessary to try to get done in a very narrowly divided Congress. But I think it was also a wearing process and it was more difficult for the American people to fully understand the thread of legislative sausage making over that long period.
