Former Ocean Gate CEO Stockton Rush and his ill-fated Titan submersible, facing intense scrutiny. Experts say it's basically the Wild West out there diving in these international waters with little to no regulation. The co-founder of Ocean Gate, Guillermo Sunline, says he would have gone on the Titanic expedition himself if he'd had the chance.
