Soviet Union was one of the original signatories to the international whaling convention. They would come back and every year whale nations would have to report how many whales they'd killed. The soviets started falsifying them in the 19 fifties. At first, overstating the number of whales that they'd killed,. In part because they wanted to to look like they were bigger whale than they were. But then, after they built these big fleets, they realized, in a way, we can't abide by any of the stuff.
