We can't respond to natural, huge disasters like hurricane hardy. Some of the dredgers had been called off to go to shoaling elsewhere. And by the time they come, costs are up. So we end up spending, i believe it was a billion one for a project that shoud een 400 million and took three times as long savannah got done. But taking all that time and money, that prevents us using those resources elsewhere. There is plenty to keep the major american dredging companies busy... We just don't have the capacity to deal with natural disasters at the same time whe try to do capital dredging"
