I was reflecting on the proper attitude to be taken towards the work of the commission. I have concluded that I will essentially adopt the same attitude that I ever did. An external and critical one or by being prepared at possibly from the 1st of January for some time. Probably the final point regarding the international law commission as Sandy noted, I am somewhat half life of having been elected but not yet taken up the post. All right. Let me begin then in the beginning and the beginning is about a century ago in the interwar years where the modern assumptions of international law responsibility were being set. How did international law of the inter war years approach the rules on content responsibility?
