33 has always been associated with Freemasonry.

For the sake of the uninitiated, there are 3 degrees of Masonry: 1^st Degree Entered Apprentice, 2^nd Degree Fellowcraft, and 3^rd Degree Master Mason. The 3^rd Degree Master Mason is the highest degree in Masonry.

Then, there is the Scottish Rite of Freemasonry, which is an organization that exists within Freemasonry that Master Masons may join if they choose to. Sort of a secret organization within a secret organization – for the especially illuminated. Within the Scottish Rite, exists the 33^rd Honorary Degree. Less than 1% of Scottish Rite masons ever obtain that degree. It is awarded only to masons who have performed some exemplary service.

According to the Membership Director of the Scottish Rite Supreme Council at Washington, DC, in 2006 about 0.5% of all Masons in the U.S. have received the 33^rd Degree. Since then, the number of Masons elected to receive the 33^rd Degree was purposely reduced.
