Is Development Economics Theory Focused?

I think a lot of economists criticize development economics for not being enough theory driven, and I would say that's what I like about it. Some problems can be solved without a model at all, or they can solve with a consultancy approach. We don't let general theory guide us because it often, it often misguises. It depends on how strong these are in a specific context.
