The Different Levels of Universality
Deutsche actually says that universality can come in hierarchies, which is what you just described. And so like domain A is inside domain B, and you have some universal process for A, but then there can be a universal process for B, and that the one for A is contained into B. So it's just abstractly, definitely there can be some many level or even incomparable universality that can be.
