UEFA are trying to outsource, delegate both the private sector through triple F and the public sector by deferring to the police. I think that just shows a mindset that they just don't see that they have a role with providing the service to supporters. That certainly appears to have been the aim but you know as we found it was a very misplaced because they couldn't walk away from their responsibility. Soft power can be a lot more powerful than black letter law so we're not in the report saying that UEFA should just have used some fluffy fluffie around the edges influence. What we're saying is that UEFA is massively powerful and there is considerable opportunity for UEFA to exercise that power
