The Second Layer of Speaking in Tongues

In corinthians chapter 14, Paul says if you speak with words in an unknown tongue that are intelligible and clear, how will any one understand what you are saying? I would rather say five understandable words in order to instruct others than ten thousand words in a tongue which others cannot understand. If we're all together and we are learned and we know and we're speaking in tongues as totly fine, cause we understand.
