The income matter more than the children of poor american born parents. Even immigrants who have a lot of skills or a lot of education end up getting jobs in the us. And so even though these immigrants don't make a lot of money, they might still be able to transmit some of that advanced skill set to their kids. This is like the cliche of the foreign doctor who becomes a taxi driver.
