Should We Tax Capital Gains on Realizations?

The other area that you have here is asset price changes and wealth inequality. We see this increasingly in the US that founders of public companies have both of their wealth tied up in stock or options on that stock. These asset price increases are essentially just capital gains. Should we should we tax them on a cruel? I don't know, does that kind of make sense?
