I would also say that the perceived power doesn't always work. And I'll give an example that applies to a cultural issue. Going back to the military days as well, we were working with officers from other countries. A Middle Eastern officer male was given the task of sweeping the classroom. He just sat there, he sat on a desk. There was no amount of power. But there was a cultural issue that was preventing that from being useful in any way. Sometimes it just doesn't happen no matter what.
