The Differences Between Manifestos and Government
Manifestos are rarely as influential in a campaign as they were in 1983 or arguably 2017. But what they do do is set a sort of binding agenda for government. So if you want to get stuff done, you put it in a manifesto. I think the real difference between manifestos isn't so much Tory's versus Labour but government versus opposition.
