The Problem With Traffic Violations in New York City

John Avlon: If you just announce, hey, everybody, you're not going to get touched for trespassing. That's a formula for disorder and lawlessness. So what if rather than getting arrested, handcuffed, booked for jumping a subway turns down, you got a ticket? I think it's a slippery slope. We need to figure out a way to get these individuals the help they need so they stop this behavior. The police don't have all the answers. You need other government agencies, not for profits, the entire community,. quite frankly, to help out and help these individuals or reduce crime.
