Are the Oldest Black Hole in the Universe 13 Billion Years Old?

Our current theory of black hole evaporation suggests that when they evaporate, they turn into photons and all sorts of other crazy particles. We should definitely be seeing those, ike t the edges of the galaxy or something. But we've been looking, and we haven't seen a single one. And so that suggests that probably they're either just not formed in the right sizes,. Like maybe they're only formed really eally small and really, really big. That's possible, or they just weren't made. If they were made, then they'd be essentially as old as the universe. They would be made like less than a second after the big bang.
