The History of the Debt Ceiling
The only reason we have withholding is because of World War II. How many Americans, the way we spend, would actually have any money? Nobody. But anyway, I've been digressing a couple of times, but I want to get back to the point that I actually started trying to make about the debt ceiling. So they amended the Federal Reserve Act in 1917 so that the Fed could own treasuries.
