The book is about the problems with behavior of paternalistic policy make. I wish there was a way to nod behavor li conmist to read and respond to it, for i'm confident that the tu prefeence is to read it and to come to grips with its arguments and conclusions. Chapter eight is a general rehashing of public choice economics, which the familiar reader can skip over. But since the book isn't written just for the reader who knows public choice, the unfamiliar reader must not skip over it. This does not, however, detract from the important contribution of the book makes to economics.
