Labor is borrowing £28 billion a year to address climate change. But will it generate economic growth quite quickly? It's spending 28 billion. That's their capital. I think they are saying they're going to borrow. The issue will be where do you spend it? And one of the few things that Labor has specifically said it will do with the money is that it will have a big program of insulating people's homes.
