The five year plan from 19 28 to 19 33 was to turn on the soviet union, which was basically a country of peasants and nomads. The idea was that this would allow the state to divert resources to what it really wanted to do: build up the cities,. Build up the mines, build up the factories. It doesn't really work very well. Collectivizes agriculture doesn't work, in general, very well. And the transition to it can be particularly horrifying. In 19 31, and especially in 19 32, there's a transition to collectivization ukraine. There is a bad harvest. And then you have to interpret that. N beginning n the summer
