The Underclass Economy and Welfare

Is it welfare that creates the underclass? Or is it welfare that just allows the underclass to continue? Because again, like welfare queens driving Cadillac's aside, like this is not a lot of money. It is kind of, it's kind of designed to not be a lot ofMoney. That's the whole idea.
