Red Notices are kind of like a digital wanted person poster sent out by countries to Interpol's network. And defusions are essentially the same thing except that they're sent out directly to specific countries. Both are meant to be used for catching fugitives, but we've learned that the system can also be misused to catch other people too. To understand how this happens, we have to look at how Interpol was built and we need to get right down to its very foundation.
