The Green Party and Neoliberalism in the 60s

Was this growing social liberalism that then became institutionalized, a victory for social movements were their defeat? Was the kernel of a later neoliberalism always present in those movements? I would probably tend towards the latter idea. So the one that this was already present around in the 60s because there is quite a structural similarity between the sort of grassroots organizing, bottom-up protests,. colonialism of some of the ideologies around 68 that then turns into a kind of neoliberal dogma of self-improvement later on - especially from the 1990s onwards.
