The Instincts and the Mind's Notion
The way that we see the world, again, if we really take perspective as them through to its ultimate conclusions, it will always be a reflection of who and what we are. What he says in Sarther's is that the instincts or the drives are the leading string of all the mind's notions. Simply a reformulation of the idea of the instincts forcing our conscious thought into definite channels. And this might have been quite shocking at the time Nietzsche was writing it.
