The tax code by design taxes investment income at a lower rate than labor income. The AMT, they decided as opposed to closing the loopholes in the tax code, would just have a thing that triggered if you used too many loopholes all together. It doesn't actually normally hit like super duper, duper rich people, all that heavily.
