Vagrancy laws came from british common law, but they were also a radical departure from some of the American constitutional traditions. The use was ramped up in response to this tramp cultured problem that didn't exist before industrialization. Many advocates don't thinktak they should, should strike them down right completely. It's an example of where kind of different strains of our heritage come into conflict.
