Signal Detection Theory

During the cold war, a U.S. officer decided to wait and see if incoming missiles were real or just an art effect. He reasoned that there was just five blips - they wouldn't launch five missiles. Do signals from space constitute evidence of extra terrestrial intelligence? Or is it just something else? So this is what i think you fo phologists need to do, they need to have some kind of signal ion criteria.
