Taperinus Won't Meet You in Battle, There's No Point
He's got twice as many men as either of his predecessors did. He offers ly on amnesty to anybody who defects from tatfarinus back to the roman side. So he splits his force into three different groups covering different regions of the province. If taferin won't meet you in battle, there's no point. You need be able to respond when taferin is i seen in a region and go out and harry him. They make sure his raiding can't be done as completely as it would be. But they can't take as long as they'd want to.
