R to p aims to provide a legal and ethical basis for the humanitarian intervention. Supporters see it as a method of establishing a normal basis for humanitarian intervention. The detractors argue that it is a breach of the state sovereignty. It places too much emphasis on violent events, does not equally address devastating cases of famine and poverty. And responsibility must be transferred to the international community to resolve the problems by peaceful means rather than military force.
