Taxes Are Spending
There's a huge mess of words that people are using. I think this kind of mirrors the problem we have when we talk about debt and the deficit. That one leads to another, but they're not the same. When you open up that drain to spend, taxes are included there. We all pay quite a healthy amount in taxes. And for some of us, lots of that comes floating back in. For 40% of us, it doesn't.
