The War With Prussia Was About to Come to an End

Until recently, many of prussia's ruling class had been desperate to avoid war. The more powerful country did not want to fight and the less powerful country was pursuing conflict for obscure reasons. At a cursory glance, it looked like suicide for prussia to declare war on france. But however improbable it may have once seemed, this ridiculous war was about to come to pass.
