What Is the Scope of Responsibilities for the City of Vancouver?

One of the big questions that i feel going into 20 22, this is not just limited to the city of vancouver. I think it exists in a lot of different jurisdictions. And i'm not sure if there is a general agreement of what the scope of responsibilities is for a city or municipality. The federal government got out of housing in a serious way decades ago,. and we continue to see and feel the impacts of that disinvestment at the local level. If we don't do what we can on homelessness, we, as a local government, pay for the exhaustand impacts of that in other ways which are less people centred.
