Jim Fleming is an author of Fixing the Sky about the history of weather control. He says a scientist tried to make it rain by cutting woodlots in Appalachia. The idea was that heat would rise and then cool, and as it cooled it would condense forming rain. Fleming: "The difference between genius and madness is largely success"
