In between mercantile capitalism and neoliberalism is the industrial revolution. The U.S. was primarily an agrarian economy, even though there was a lot of household-based manufacturing. Hamilton says that we're not going to survive if we don't build a strong state. And so all the tools of economic policy making have to be used to force march the American economy towards industrialization.
