A Nation of Immigrants

Congress passes its first naturalization act in 17 90. This states that immigrants can naturalize, that is, become us citizens after two years of residency. At that point, imigrants seeking citizenship may go to a court and so long as they are judged to be of good character. They will then renounce foreign allegiances and take a loyalty oath to the constitution. And their children under 21 years of age are now us citizens.
