The Infallibility of the Majority
Mill places a great emphasis on that word majority in the tyranny of the majority. The idea being that social oppression or social concern, if it's exercised by a majority, is more concerning than a vigorous condemnation coming from a small minority. Mill has a great concern in this chapter with the idea of fallibility or infallibility.
