Is This a Good Idea?
Charity says they've got a lot of hope on appeal that they can overturn this. They point to effectively an aborted, similar program run by the Israelis a few years ago which ended up a right-old mess. The government in some ways is quite relaxed about having this very public debate because it allows it to be seen to be tough on this issue. But I do think they're also quite keen and quite determined to make it work.
