"I was shocked when the Kremlin put out information that Putin met with Pragosian five days after the rebellion" There are probably a number of different phases of the Pragosian rebellion, and we're not at end of it yet, he adds. The U.S. government has not had a great track record when it comes to picking new governments, Bergen says.
