Is There a Single Legislative Body?
Nebraska is the only state that has a single legislature, which dates back to 1937. It's nonpartisan and meets five months a year - whether or not it's a budget year. The culture of the place allows different kinds of coalitions to emerge,. "I think more states should consider a unicameral," he says.
