The Importance of Circulation in the Banking System

The banks after Basel III have had different rules of what they can do with money. There's something that is inhibiting the free flow of cash, quote unquote, cash throughout the system. Money market funds and non-bank should be re-lending back to these banks that have been drained of their cash.
