In the last year, this full set editing feature has been rolled out and so now there are two types of themes. There's the classic theme that you're still used to where you can make use of blocks in the post content area. And then there are these new block based themes, this fullSet editing feature. The way it does that is your navigation can still be edited individually and be reused across the site. So if you can associate CSS and maybe even JavaScript eventually with a specific block, WordPress knows a lot more about what's on the page.
