Is This a US Phenomenon?

Is this an american phenomenon, or is this something that has just always been with us? You know, i haven't studied thiss closely. I wouldn't want to comment too much on whether this holds for other countries or not. Most metropolitan areas have usually one of these rebounding neighborhoods, one or two in most cases.
